6.2.3 Planning for Job Hazard Identification, Risk Assessment and Risk Control
QEMG has established, implemented and maintained a procedure for the ongoing hazard identification, risk assessment and determination of necessary controls. People involve in QEMG activities will be given safety education to be able to understand safe working procedures and identify the hazards during the work execution to prevent or eliminate possible harm and injury.
6.2.4 Identifying Environmental Aspect and Impacts
QEMG conducts regular assessment as its activities to identify and evaluate environmental aspects that the organization can control and over which can have an influence. Knowing what the impacts and where these impact come from, QEMG develops procedure to minimize harmful effects on the environment caused by its activities. The identification of environmental aspects and impacts are performed on an ongoing basis. Any changes to the present aspect and their subsequent impact as a result of new or upcoming activities shall be identified to HSE Manager for immediate rationalization and necessary action. Current records to identified aspects and their associated impacts is kept on file and updated periodically.

6.2.6 Objectives, Key Performance Indicators (KPI), Targets and Programmes
QEMG management ensures that objectives, KPIs and targets are established and documented at relevant functions and levels within QEMG to fully achieve its IMS Statement and strategic intentions as expressed in the business plan. QEMG management ensures that such objectives, KPIs and targets are consistent with the QHSE Policy, relevant legal and other requirements, significant environmental impacts, health and safety hazards and views of interested parties and conductive towards preventive of pollution, injury and ill health and continual improvement. QEMG management has developed and maintains programs for the purpose of meeting its QHSE related objectives and targets. The program will indicate performance requirements, the actions required to complete, responsible person(s), schedule and required resources. Such programs shall be periodically reviewed and adjusted as necessary. QEMG shall manage the established performance measurement system and provide input at appropriate management meetings as to their progress and shall form part of the Management Review agenda.
6.2.7 Waste Management to Protect the Environment
QEMG management makes sure that all construction sites and other related to its operation is using good waste management practice to comply with environmental legislation. Waste management system has been implemented on site that includes segregation of different types of waste materials that can be reuse on the other projects and materials that can be recycled. Other waste materials that can't be used or recycled are disposed on the designated dumping area. Waste prevention and recycling activities are discussed during safety and tool box meeting.
6.2.8 Focusing on Our Clients
QEMG management recognizes and clearly identified the need and expectations of the clients and satisfies any statutory, regulatory and other requirements in pursuits of customer satisfaction. To determine the effectiveness of performing this function, satisfaction questionnaires are send periodically in order to assess and monitor the level of client/consultant satisfaction. Comments, suggestions, criticisms, feedbacks and customer complaints received from the client/consultant are analyzed and effectively deal with. Suitable corrective and preventive actions are drawn and implemented to prevent recurrence and towards performance continual improvement.
6.2.9 Understanding and Reviewing the Client Requirements
QEMG management ensures that all client needs and requirements are well defined, understood and necessary information is available prior to accepting any work. This includes determining the requirements related to the scope of work such as:
Requirements specified by the customer, including the requirements for delivery and post delivery activities
• Requirements not stated by the customer but necessary for specified or intended use, where known
• Statutory and regulatory requirements applicable to the product/service
• Other requirements considered necessary by the management
The purpose of the review process is to solidify each department's commitment to supply the overall construction services. This review ensures that:
• Scope of the work are adequately and clearly defined
• QEMG has the capacity to meet those requirements within the time required
• Any amendments to previously agreed requirements and agreed upon, that the relevant documents are amended, and that amendments are communicated to all concerned
6.3 Planning the Implementation and Operation
6.3.1 Defining Structure and Responsibility
QEMG management ensures that strong and functional organization structure with clearly defined roles, responsibility, authority and reporting structures has been documented and communicated in order to facilitate effective management. Functional responsibilities and interrelationship are defined through organizational charts, job description, corporate policies and key system procedures. QHSE Manager and department managers are responsible for ensuring all members of their team understood the given task and their respective role within the system.
6.3.2 Outlining Responsibility and Authority
QEMG management makes sure that responsibility and authority of each individual in the implementation and application of the overall IMS management system has been defined. The Managing Director has overall accountability for the full implementation of the IMS within QEMG.
